Què passa quan els Estats deixen ser útils?

Fa anys que se sap que la mida dels Estats (d’Espanya, de França, d’Itàlia...) és massa gran pels problemes petits (l’habitatge, el transport públic, l’assistència social...) i massa petita pels problemes grans (el terrorisme, el medi ambient, els conflictes nord-sud, Internet...). No és rar que la crisi d’eficiència dels Estats porti també associada una crisi de legitimitat que intenten combatre amb un rearmament simbòlic, com l'exaltació d’elements mítics. Així, els conflictes polítics, per exemple entre Espanya i el País Basc, són més que conflictes socials o econòmics o fins i tot culturals, conflictes simbòlics, irracionals, guerres per prestigis perduts. Per quines qüestions els Estats són útils encara? Quina és la mida óptima d'una institució com l'Estat?
 

A New Geography of Power?

The formal political system today faces a new geography of power. Globalization and the new technologies have contributed to the shrinking of state authority and the explosion of a whole series of new actors engaged in governance activities.

The current phase of the world economy is characterized by significant discontinuities with the preceding periods and radically new arrangements. This becomes particularly evident in the impact of globalization on the geography of economic activity and on the organization of political power. There is an incipient unbundling of the exclusive authority over its territory we have long associated with the nation-state.
